For a few reasons. 1) These posts are heavier which is good for the structure of a gate. 2) They're bigger, giving them a broader surface area in the ground and allowing for better hardware securement 3) Compared to a standard 4x4, they're less likely to warp over time, as they "dry out" because of their girth and grain structure 4) They're not as common of a selection as 4x4's, so during the manufacturing, shipping and selling process, this allows the freshly cut material to "sit around" longer, enhancing this "dry out" phase before we put it into the ground.
Generally, the rails are placed on the inside for two reasons. First, this design is more aesthetically pleasing to your neighbors, and many HOAs will require this look, at least on the sides and/or the front 2, street-facing, sides of your house to fit in with your neighborhood lawnscape. Secondly, in terms of security, it is much more difficult for an intruder, or an animal, to scale the flat side, or "finished side", of a wood privacy fence without the secure footing of the rails.
